To neutralize and protect from the damaged caused to the Peruvian domestic industry due to import of clothing from China, which entered Peru at dumping prices, mechanism of anti dumping duty was carried out the state’s agency, the National Institute for Defense Competition and the Protection of Intellectual Property (INDECOPI). Peru has collected almost US$ 12 million in the form of anti-dumping duty in the first quarter of this year imposed on five types of clothing of Chinese origin has been collected in the first quarter of this year in the form of anti-dumping duty imposed on garments of Chinese origin in December last year this was reported by Foreign Trade Society of Peru (Comex). Anti-dumping duty was imposed of five categories of Chinese clothing imported into Peru. Of the five categories, pants and shorts alone accounted for nearly US$9 million or 74 percent of the total amount collected between January and March. Anti-dumping duties on imports of pants and shorts are collected at $3.73 per garment, while duties on the other four items range between $0.14 and $1.00 per garment. These duties are applicable to Chinese clothing which are imported at less than or equal to US$ 6.73 for shirts, US$ 15.98 for trousers and shorts, US$ 4.33 for t-shirts, US$ 1.59 for innerwear and US$1.24 for socks. Peru exported textiles and clothing worth US$ 2 billion, of which clothing shipments totaled US$ 1.6 billion, accounting for 80 percent of the total textile and apparel exports from the country in 2013. The main destination for export of Peruvian textile and garments is the United States wherein almost 34 percent of the overall textile and apparel was exported during 2013. The apparel sector from the Andean nation by and large consists of small and medium-sized enterprises (SMEs) which directly and indirectly generate about 215,000 jobs.
