US cotton likely to be hit by Turkish decision on imposing duty

Turkey is imposing the U.S. cotton exporters with a three percent duty as retaliation against a U.S. investigation into Turkish steel exports. The final decision of the Turkish government on its anti-dumping investigation of U.S. cotton was released.

Based on assertions that U.S. cotton was dumped into Turkey injuring the domestic fiber market — which the National Cotton Council (NCC) steadfastly challenged — a three percent CIF (cost, insurance and freight) duty has been imposed on all U.S. cotton fiber imports into Turkey, effective immediately.

The Pakistan government views Free Trade Agreement (FTA) with Turkey as the key to revive the textile economy. Currently, Turkey has levied heavy duties on Pakistani textile products and FTA would not be possible without lifting or easing the rates of duties by the Turkish government.

The introduction of FTA would be helpful in earning foreign exchange reserves from the export of textile as well as other such as fruits and vegetables. It will also facilitate the provision of comparatively cheaper products to Turkish consumers.

The country's total exports of textiles and clothing in 2015-16 stood at USD 40 billion as against USD 41.4 billion in 2014-15, a marginal decline of 3.4 per cent. In the absence of adequate policy support textile sector likely to see further slowdown in outbound shipments, according to industry body.

Textile Export Promotion Council (Texprocil) Chairman R K Dalmia said in a statement that some of the issues relating to exports such as cost of funds and adverse impact of preferential access given to competing countries need to be addressed immediately.

The cotton market on Thursday witnessed a wait and see attitude from both buyers and sellers after Trading Corporation of Pakistan (TCP)'s entry into the market, dealers said.

According to the market sources, the ginners showed no interest in fresh selling, anticipating better rates as compare to the current prices.

In the Punjab, a very small size of seed-cotton left with the ginners showed no change for inferior type at Rs 3100 while best quality picked up Rs 200 to Rs 3400 while, in the ready business, not a single deal finalized.

India is losing out in the race for a greater share in the global apparel market to countries such as Cambodia, Indonesia and Vietnam being relinquished by China. It needs to reduce duties on import of manmade fibre and increase productivity by helping firms grow in size with less complex labour policies, according to World Bank report entitled entitled ‘Stitches to riches? — apparel employment, trade and economic development in South Asia’ on Thursday.
