According the minutes of the meeting, the cabinet was informed that due to different factors cotton production had faced virtual stagnation since 1991-92, which had been fluctuating between 10 and 12 million bales, with a disastrous fall to 9.9 million bales in 2015-16.

However, cotton prices remained steady as there was demand and according to brokers around 4,000 to 5,000 bales were finalised at the rate ranging from Rs6,000 to Rs6,075 per maund.

XPCC, also known as the army corps, or 'bingtuan', has become a sort of state within a state and gained a dominant role in industries such as cotton, where it employs about 200,000 mainly Han Chinese on some of Xinjiang's best land.

Decline by about 45% this year (October – September) on falling demand from its perennial importers i.e. China and Bangladesh.

China, the largest importer of Indian cotton has reduced cotton import from India in recent months. The second largest Bangladesh has also lowered its dependence on India due to higher domestic cotton prices.
